SUMMARY:
The present research is based on analysis of the existence of children and adolescents in street situations as a constant in the social history of Brazil, and which is seen as a structural problem that did not achieve efficient responses from the State. In this sense, it brings as its object of study the National Movement of Street Boys and Girls of PE -MNMMR/PE, with the objective of analyzing the tactics used by the National Movement of Street Boys and Girls of Pernambuco - MNMMR/PE, during the years 2016 to 2022 in the governments of Michel Temer and Jair Bolsonaro, to strengthen access to the guarantees of rights of children and adolescents who are in the context of homelessness in Pernambuco. Considering the numerous rate of rights violations experienced by children and adolescents on the streets of the metropolitan region of Recife, which in addition to their social history had in the last political conjunctures in Brazil, a growing denial of the human and social, rights that are guaranteed to him through the 1988 CF and the 1990 ECA. The method used will be the dialectical with a qualitative approach, with an exploratory objective, with the intention of explaining the universe of the phenomenon, which is this social movement. Within the procedures for data collection, it is intended to carry out documentary research, participant research and case study, through dialogue circles with the militants of the MNMMR/PE, which will be based on the narrative perspective, as a way of producing data in which the researcher is inserted as a subject of the research by participating in the conversation and, At the same time, it produces data for discussion.
