This qualitative investigation, affiliated with the research line Policies, Programs and Management of Educational and Cultural Processes, of the Stricto Sensu Postgraduate Program in Education, Cultures and Identities of the Federal Rural University of Pernambuco and Fundação Joaquim Nabuco, is based in the analysis of very particular and subjective issues: the implications of the expansion of distance higher education, in Public Universities, for the specific education work of tutors who work in distance training for students on the UAEADTec Degree in Pedagogy course at UFRPE. Over the years, and with the pandemic, there was a significant increase in students entering higher education in the private EAD network. In this sense, an analysis will be developed on the concepts of policy, the policies for access to higher education - the Open University of Brazil (UAB) system, the Law of Guidelines and Bases (LDB) as a public policy for education and the National Plan for Education (PNE) taking a look at the Lula/Dilma and Temer/Bolsonaro governments, also highlighting the structure and functioning of the distance learning center at UFRPE. The methodological path is based on qualitative research and the development of autobiographical narratives, based on the policy cycle created by Ball and Bowe (1996), with reference to the concepts presented by Mainardes (2006; 2018), Souza (2014), Passeggi (2017), among other authors.
