SUMMARY:
The Programa Dinheiro Direto na Escola (PDDE) holds fundamental importance in the Brazilian educational context. This study aims to analyze the effectiveness of the implementation and management of the PDDE, considering advancements, challenges, and possibilities in school management in Pernambuco. The locus of the research will be the Department of Education and Sports of Pernambuco. Initially, we will address Financing Policies in Brazil, outlining a history of resources allocated to Brazilian education. It highlights the quadruple linkage of resources, composed of taxes, education payroll, a percentage of the Gross Domestic Product (GDP), and oil royalties, including the Pre-Salt Social Fund. Next, the PDDE will be characterized, including its origin and evolution throughout different presidential administrations and major changes over its existence. Following that, an analysis of the current configuration of PDDE management will be conducted, considering the involved instances, their responsibilities, and the results derived from their actions. Finally, through empirical research, we will seek to verify to what extent the objectives proposed by the PDDE are being achieved in the state schools of Pernambuco and, thus, identify possible gaps in management. An approach integrating qualitative and quantitative methods has been adopted for a more comprehensive understanding of PDDE implementation. Methodological procedures include bibliographic and documentary surveys, as well as empirical research. The participants consist of two groups: representatives from the executing units of Pernambuco's state schools and the team responsible for PDDE implementation. The selection of subjects was based on the research objectives and the availability of relevant data. Questionnaires and semi-structured interviews will be used as data collection instruments. Online questionnaires will be administered to the executing units of the schools, while interviews will be conducted with the PDDE implementation team. Both instruments were designed to obtain detailed information about program implementation and perception. Data analysis will be performed using the content analysis technique.
