A school for workers: reflections on the National Policy of Continuing Education of SUAS, based on the experience of Pernambuco
This study focuses on the analysis of the National Policy on Continuing Education PNEP/SUAS, based on the experience in Pernambuco. The PNEP establishes as its central objective to institutionalize, within the SUAS, the political-pedagogical perspective and the culture of Continuing Education, establishing its guidelines and principles and defining the means, mechanisms, instruments and institutional arrangements necessary for its operationalization and implementation. The research we now present focuses on the analysis of the nexus between education for work and the consolidation of SUAS, focusing on the state's experience. This project is based on the following guiding question: What role does continuing education play in the consolidation process of the SUAS? Based on the experience in Pernambuco, we seek to analyze the educational practices underway, aimed at SUAS workers, in the field of public management or in partnership with it. It is worth mentioning that we are considering the period between 2013 and 2023, which is justified considering the temporality of the existence of this policy, the PNEP (2013) and its materiality in the field of public management in the state, from which we highlight the creation of the SUAS Training School of Pernambuco - ESFOSUAS/PE through the State Decree No. 51.468 of 2021. We will present the analytical references since the institutionalization of the PNEP/SUAS - 2013, and what has been taking shape from the concrete experience in the state to extract clues and indications about how continuing education can contribute to awakening in individuals the ability to see themselves as an integral part of the construction and consolidation of SUAS, with autonomy and co-responsibility. The quantitative approach is necessary because we are talking about an expressive number of participants, municipalities, and regions that have organized and systematized actions in the field of continuing education in numerical dimensions, regarding its reach and incidence. The intention is to contribute to the professionalization of the SUAS and to corroborate a more qualified management, committed to a democratic and emancipatory project of society.
