SUMMARY:

Present in Higher Education Institutions, EaD (Distance Education) has diversified and enhanced access for a significant number of the Brazilian population and, in line with current studies, reveals data that the literature includes the rise of the modality in the most expressive levels of Education in the country. Given this context, the research in question proposes to analyze Public Educational Policies, especially the University for All Program (PROUNI) and the Student Financing Fund (FIES) as instruments of access to Higher Education for Courses in the EaD (Distance Education) Modality and their contribution to the democratization of access to HEIs (Higher Education Institutions), in the time frame from 2019 to 2025. Based on the evidence and propositions, the question is to what extent do public financing options, especially PROUNI and FIES, result in increased access to Higher Education in Brazil and in changes in the public/private and economic/social relationship? The research is characterized by its nature as applied and as its objectives: exploratory and descriptive. Regarding the approach, it will be qualitative and regarding the technical procedures, it is a bibliographic research with the use of systematic mapping of literature and documents, where the study will focus on the investigation in INEP/MEC databases, as well as in digital repositories of articles, theses and dissertations on Public Educational Policies and inclusion, specifically the FIES and PROUNI programs, with a focus on the distance learning modality. To this end, the research will have as theoretical basis the views of different researchers, namely: Amaral, 2003, 2008; Sousa, 2008; Corbucci, 2014; Almeida, 2019; Weber, 2021; Araújo, 2012; Catani, Hey e Gilioli, 2006; Borba e Paz, 2014; among others. It is expected to obtain contributions that can show ways to improve and consolidate Public Educational Policies aimed at Higher Education, providing needy students with access to and permanence in studies mediated by the EaD (Distance Education) modality.
