SUMMARY:

Open Distance Education can be understood as a modality
timeless and non-spatial educational system that currently converges with the use of
of Digital Information and Communication Technologies, the creation of methodologies
innovative and use/production of open educational resources and practices,
providing an opportunity for a more collaborative process of teaching and learning, where
teachers and students share the leading role. The so-called Resources
Open Educational Practices (OER) and Open Educational Practices (PEA) are in the
core of this debate as they are strategic tools for, in addition to promoting the
democratization of education, which can be widely disseminated depending on the
license that is used, can further stimulate the process of (co)authorship between
educational actors, mainly in higher education. However, so that
there is wide dissemination of open practices within educational institutions, it is

elaboration of institutional policies that support these actions.This screen research aims to investigate strategies for construction and/or consolidation of institutional OER policies for higher education, considering

passing through the Open Educational Resources (OER) (UNESCO, 2012;
SANTANA; ROSSINI; BLACK, 2012; GONSALES; SABRIAN; MARKUN, 2017);
Open Educational Practices (PEA) (CHIAPPE; ADAME, 2018; JACQUES;
MALLMANN, 2020) Copyright (BRAZIL, 1998; ROCHA DE SOUZA; AMIEL,
2020; MALLMAN; MAZARDO, 2020), Free Licenses (CREATIVE COMMONS,
2020; WHITE; BRITTO, 2013), Literacy Remix (DUDENEY; HOCKLY;
PEGRUM, 2016; PINE; FELÍCIO) and other related matters. in relation to
methodological design, the research proves to be applied, bibliographical and descriptive by
through a case study, with a qualitative-quantitative approach. used
questionnaire, systematic observation with analysis script, Mapping
Systematic of Literature and the Open Education Policy Game will be applied
as data collection instruments. Preliminary data were analyzed
based on Bardin's (1977) categorical content analysis. After analysis and
discussion of the results obtained from the pilot tests, it was possible to observe that there is
little national publication on OER policies in the last 5 years, including
only 1 publication that effectively addressed the topic; of the 69 universities
Federal public institutions, only 10% have OER collections in their repositories, but,
that present a very good organization as disseminators of OER and
still shows that few UAEDTec-UFRPE students have the full
knowledge about the precepts of Open Education and OER in the context of
Distance Education, which suggests an increase in the approach and initiatives on the
theme by the institution.
