A BALANCE ANALISIS OF THE NATIONAL PROGRAM OF SCHOOLS FOOD SUPLYIES SINCE THE 2009´ REGULATION IN 2009 TO THE MATURITY PHASE

The PNAE comes of age as one of the most important programs for small family farmers sell their products in addition to providing a nutritionally healthy diet for the entire public schools. This work seeks unveil how the Law 11,947/2009 has been applied, taking into account its article number 14. The research will recover the trajectory from the beginning to the current day, with an emphasis on the period between 2018 and 2022. To carry out this research, the FNDE database, transparency portal, IBGE data and studies will be used, which will involve qualitative and quantitative analysis. The work will analyze 10 hypotheses, trying to identify the factors that may influence the effectiveness of applying those resources by local government. The analyzes will include trend studies and significance tests on the evolution of the resources application, that were transferred by the FNDE to the municipalities. The target area will be the State of Alagoas and its municipalities. The research aims to help public managers and family farmers in creating mechanisms that better suit their respective realities, offering a healthy diet and ensuring food security for students throughout the public education system.
